That link should take you to the correct type of ticket to submit, but if it does not, you can manually select the correct type from the drop down menu at the top of the page:

Enterprise Services -> Identity Management -> New Feature Request

Please fill out all of the requested information and give as much detail / justification for the request as you can provide.  The request form should look like this:
